Welcome to the forum. Well, this sounds like a networking problem more than anything else. Firewall on both ends? did you check to verify that your local machine and the server both allow the connections? Many of these issues are just due to a firewall in the way. Can you ping the server? Have you checked to see if all the ports are viewable via the web?.

Not sure what you are talking about there. Shared hosting I take it? Plesk is a server control panel, I\'m not sure if you can open firewalled ports from Plesk or not.
